1. I think he felt that way because thinking that Harry have powers and he didn't, make he felt sadness and envy of wanting to have magic like him. I think that if dudley had magic or his family, he would feel good knowing that they both have magic or family with powers and then he would not feel jealousy and envy.

2. I would be sad if people close to me forget my birthday, because it is a very important date for me and that others do not keep it in mind would make me very sad.
